Administration

    The Administration is responsible for the overall management of the Water Pollution Control Authority.  Personnel working in this division are responsible for all developing and enforcing of technical and financial policy, preparation and control of annual and capital budgets, planning, procuring professional services and management of all capital projects. Examples of the work done to ensure good budgetary control follow:

 

  • Developed a policy and procedures manual for the WPCA. Objective:
    • Control overtime spending
    • Reduce number of call-outs
    • Curtail excessive sick time use
    • Ensure proper vacation request procedure
  • Implemented the use of utility tracking spreadsheet. Objective:
    • Thoroughly monitor and track utility expenditures at the WPCA.
    • Compare prior years month-to-month expenses in order to detect billing issues/problems.
    • Use as accurate projection for future budgeting.
  • Implemented monthly Outstanding Purchase Order meetings. Objective:
    • Identify and close out purchase orders no longer required thereby freeing up funds.
    • Ensure follow-up on outstanding purchases. Goal: to have all outstanding encumbrances reconciled & closed by May 15th.
